The problem

Public bodies are required to publish records. Most do. But “published” has become almost meaningless: a scanned agenda as an image PDF is not searchable. A spending CSV buried three clicks into a council website is not accessible. A register of interests that predates any indexing is not findable.

The fragmentation is the problem. Accountability requires information to be usable, not merely available.
